This is true to an extent.

I think steroids is a big factor in this though.

With all the muscle you are building while on steroids your muscles are growing and reaching levels of strength that your bones/ligaments can handle.

Obviously this can happen without taking steroids, but not to the same extent.

That being said lifting only up to moderately heavy weights will still make you healthier, stronger and look better than the general population with very few risks.

you still need to get stronger over time though, but it shouldn't be so aggressive. powerbuilding doing a brosplit 5 days a week is very sensible. doing something like 5-3-1, or 8-5-2 or whatever you want for one heavy lift per day, and then 4-5 high rep accessories. this will give you monthly strength progression and the rest goes to size.

I'm not sure you realize I have pectus and my chest can't ever look great.

Here's a picture way before I started lifting, so that there's no muscle to obscure the view. There's a hole in my chest that no matter how much I lift won't fill with muscle because the muscle attaches way further along the chest.

I currently rep out 40 kg dumbells for sets of 10 on the incline and my chest looks worse and worse, I should honestly stop.

I pretty much stopped deadlifting after discovering sled push intervals.
The limiting factor in getting volume in for deadlift is your low back. Your spinal erectors will gas way before your glutes or hamstrings. In a sled push, your low back can be locked in place allowing you to exert max force with your hamstrings and glutes. I'd much rather isolate the spinal erectors in back extensions where I can really control for,.
