cardio increases your basal metabolic rate and let's you "bulk" more dirty while preventing the OP from happening. If your maintenance is 2500 and you lift and do regular cardio it's closer to 3300, meaning you can "dirty bulk" at 3900ish (which is a shit load of food) while only adding a pound of fat a month. If you do intense cardio and lifting you will struggle to gain fat when bulking, which is the point
The only people i've ever spoken to who disregard cardio and call it "useless" look like shit. This doesn't even address the myriad of benefits including cardiovascular health, better lifting performance, and stronger erections
