The problem with bras in general is manufacturers have no set standard.
Supposedly they all conform to the same standard:
The number is the circumference around the ribs, where the band of the bra runs.
The letter represents how many inches the circumference around the breasts themselves at their widest point measures.

e.g.:

42D is a 42 inch circumference rib cage with breasts that are 4" bigger around, so the band measurement is 42" and the bust measurement is 46".

32C is a 32" band measurement and a 3" greater bust measurement.

38B is a 38" band and 2" greater bust.

The problem is that not only do breasts come in very many shapes, firmnesses, etc, and not only do different styles of bras interact with the band and bust areas differently, but like with pants, t-shirts, and every other clothing item, different manufacturers tweak their numbers.

For example, Walmart often makes their clothes a few inches bigger than they're labeled. So if you have a 40" waist and you buy 40" pants, they will be 2-4" too big for you. Same with bras. Their 38B bras seem to be 40-42" bras that fit a 42"-46" bust.

Even at the same store, style or material differences mean two identically sized bras from the same manufacturers wear totally differently, so you have to try every single one on.

And this isn't even getting into the fact that many manufacturers outright lie because historically women don't want to be E/F/G cups.
There's a minor revolution in fashion right now with women embracing their true bust sizes, but for years it was more popular for H cups to just called themselves "a larger D cup" so sometimes you find 42Ds in 4 different cup sizes at a store because they know a self-conscious woman wouldn't pick up the 42F and try it on. This practice trained women to ignore those larger sizes, perpetuating the problem.
