How do I make my own diet plan?
The thought of trying to piece together so many different foods of varying macros to fit into my calorie and macro demands without going over substantially is daunting.
I plan on doing a clean bulk when I go back to college and try my best to track my calories and macros.
tdeecalculator.com says my tdee is ~3,500 cals (19yo, 6'4, 6 day/week routine).

Rest will not be an issue as I don't have many classes this semester.
Going by /fit/'s rules, I should aim for ~4,000 when bulking.
Should I follow a meal plan to start and tailor it to my own needs?
Or should I start from scratch?

Keep it simple stupid.
Find a handful of clean foods that you can eat three times a day.
Eat those meals three times a day.
Occasionally switch out a meal for an unhealthy alternative as long as it fits your calorie allowance and macros.
Drink nothing but water black coffe and tea.
