ok /fit/ i own 2 dumbells which i can change the weights on, and they go up to 10KG each
does anyone have a good dumbbell workout plan? i have a pullup bar i can use as well. upper body strength is the main goal here, i cycle a lot so my legs are fine

not enough weight.
25 KG each minimum and that will only last you 3-6 months. Add a barbell and an extra 2 plates and that should last you 18 months.
It takes 1yr to make a good physique from your starting point with a full gym and perfect diet. You are going to be spending more money on food so why not buy better weights.
Depends how bad you want it, though.
if it goes to 20 kg on one (you can also tie them together) then you can do the following one arm exercises.
Kroc Rows
Preacher Curls
Skull crushers
lateral raise
some other two handed ones to know are.
push press
spell casters (advanced)
chest flies
upright rows
You really just wanna go on the BB.com website and look at all the standard exercises you can do.

i cant afford to buy more gear right now - I'd probably just join a gym if i had the money. so looking for exercises / routines that make the most of what I have, if you get me. I'll have a look at all those exercises you said, i can make it go to 13kg on one
