That's called the serratus anterior. Do OHP and dumbbell pullovers.

Nah, that's the upper part of the oblique. I circled out the serratus anterior in red. That muscle is usually not very visible unless you're flaring your lats or putting up your arms.
The most effective way to hit them is trunk twisting exercises. They're also supporting muscles during normal ab exercises and isometrics, including stuff like supporting your core during standing heavy compound exercises. The best way to make them visible is being low bodyfat.

I saw some guy doing a weird exercise for it a while ago, basically lie on a bench and hold a bar like a bench press, but just retract your scapula and push back up.
Dunno if it works for it or not, he was a skinny asian and had no definition anywhere so

I have them, you build it mainly through OHP, lowering deads/rack pulls slowly and rows. Also be 15% bf or under
