So I know rest days are very important and this "routine" would be counterproductive, but what if you did Saitama's workout once every other day? Would it be productive for a guy starting from basically nothing?

No, situps are a useless exercise and doing 100 reps only builds endurance and not strength, but if it's endurance you want then go for it, otherwise you have to do harder exercises or add weight
It would not be productive for someone starting from nothing because they wouldnt even be able to run 10 km

Without progression it would be useless. You would have to do more and more of each exercise if you expect to make gains from it. Or do them weighted.... at which point you could just lift instead

A 10km run every day would be absolutely brutal for a beginner who is currently inactive or unhealthy. Cut out the three bodyweight exercises, start with a 2km run every other day and progress to 10km per day over three months.

The volume would kick your ass for a few months and you're going to have joint and ligament trouble if you're just dumbfucking around and going overboard.
However, if you do the movements correctly and don't speed through them, you'll have a really good base of strength and endurance that most men would kill to have.
The real ass kicker will be the 10km running. That will just wreck your shit. This is just my personal experience when I ran.
I'm not a runner, and I just gave up 5k running every day because my knees couldn't take it.
But you might want to look into a 20 minute run, or jumping jacks instead.
I would change it up to
50 pushups
100 pike situps
100 squats
25 chinups/pullups
20 minute jog/10 minute hit/25 burpees/100 jumping jacks.
This is for everyday and is for longevity.
