Is there a consensus about correct time for stretching when it comes to strength training?
Is stretching actually important?

The medical consensus is that stretching afterward is correct, and doing mobility warmups like mobility circles, shoulder rolls, rotator cuff pre-hab exercises, etc is better before a workout.

Do dynamic stretches pre workout and static post workout

stretching is more important for lifting than for cardio, since cardio is self-warming
stretching is good in and of itself. There are entire disciplines (yoga) based around stretching and balance.
