People cut when they got decent amount of muslce mass, so they cut that extra fat, so their muscle looks better (muscle definition)

Right now, you don't have enough muslce, so if you cut you will end up looking like a skeleton.

Just lift heavy, eat clean and be patient.

I'd suggest him to eat a little above maintance, high protein, moderate carbs and fat, and do HIIT twice a week while also lifting heavy.

That way he would get some decent lean muscle mass without getting too much fat.

i used to be a hungry skeleton and lifted a lot in high school but did not understand how to eat right to gain weight so I never really gained much.

i have filled out over the past few years, lifting on and off for a month or so at a time before quitting and partying every day.

I quit drinking about 2 months ago and have been lifting and eating without a hitch in that time.

I've seen you before, I don't really know what to say. you look good. Your chest could use a bit more work to look more proportional with your shoulders and traps.
Really depends what your goal body is because you really just need to build onto what you have, Make everything bigger but if you're happy with how you are now then I would just suggest working on the chest and lower body.
I'm not 100% sure but you have the armpit fat fold and I think you could definitely look a little leaner with a short cut if you wanted that.

I really need some help with losing fat, i've been trying to for about 3 months. I'm doing 5/3/1 4 d/week to preserve lean mass, doing HIIT on an off day 1d/week and eating 2150 a day. I picked up IF a couple weeks ago, it seems it has helped a bit. I don't eat any significant amount of sugar besides the one already in the milk.
My lifts went up at least. Last lifts I did were (not counting bar):
