Runner's abs, as I like to call them, are just low bf.
Having really thick, cubed abs that are visible even at 20%+ bf like pic related come from heavy core training exercises. Beltless squats help a lot.

People whose ancestors lived in cold climates store more fat on their belly, for heat conservation. So genetics does play a role, white people need lower bf% to see abs. Ab layout is obviously genetics. Core exercises can also help.
