I'm 18 and am trying to grow my facial hair out. Right now I look somewhat like pic related except worse: sparse hair that doesn't frame the whole face. I've never exercised a day in my life. How many weeks of exercise would it take before I am able to grow a full beard?

No but I am of Middle-eastern heritage. My people are usually pretty hairy and it's very strange for someone my age to not have a full beard by now.

Sleep.
the longer you sleep, the more your nails and hair grow.
you only need a few extra hours a week to make a difference, and you can prove it pretty easily taking 2 serts of photos: 7days without shaving and lots of sleep, 7days without shaving and sleep deprivation.

Nutrition is more important than exercise. You have to give up all toxic "foods" like meat, milk and eggs to clean your body and better your hair growth.

beard is mostly genetics, only other thing I could suggest is raising your test with zinc + magnesium
