What is better for bicep development: weighted chinups or curls?

why would you choose one? chinups are a good exercise for your back and curls take like 5 minutes to do there is no reason you can't do both.

Do both. But if I could only do one I'd say weighted chin-ups.
That's because: compounds > Isos, the nature of the movement make it difficult to cheat the form whearas curls the form can very easily get fucked up. Finally with weighted chin-ups can safely work in the lower rep ranges - try doing curls with a weight you can do less than 5 reps with and you are asking for a bicep tear or slipped disk.
