Is it possible to change my rep and sets from 3x5 to 5x3 and change them every week? It seems like a stupid questions but I would like to know of any draw backs.

Jokes aside: *why* would you want to do it like this instead of simply following a predetermined routine?
As you have to ask such "stupid" questions, you're clearly nor experienced enough to write your own programming.
You didn't specify which loads you would use aswell.
Also, these rep ranges are both normally used to increase maximum strenght, if you wanted to switch it up you should use 3x8-12 depending on the lift and how much lighter the load you use is.
With these ranges you can increase the volume (aka total workload) with far less danger of injury and work on your muscle endurance aswell.
Optionally, concentrating on slow eccentrics (non-active parts of the lift, e.g. the downward motion in a curl) would help your progress much more than hopping rep ranges.
