My bf% is somewhere around 25%. I'm 5"11 and 150lbs. I used to be around 240lbs, and I starved myself to this weight, which I know is damn stupid. I don't know where to go from here. I just started lifting and I wasn't sure if I should bulk or cut further before doing so, and the responses I've gotten anywhere are 50/50. Do I bulk and gain muscle + fat first, then cut, or down to somewhere below 20% and partially lose the tiny amount of muscle I'm packing, then bulk?

You do know your skeleton and organs and shit count as lean body mass right? Your skeleton alone weighs like 15% of your total. Your skin weighs 15-20lbs. Lungs, intestine, liver, etc you're looking at another 15-20lbs.

If you're deficient in both (you are) it'll lower your T levels. Supplement them and your test will raise. It's not a miracle worker though, and the levels are marginal.
Vit D can be a game changer on your mood. Lifting and sleeping right will also raise T. So will having an on point diet.

While you aren't 18%, you are more like 20%-23%, but not 25%
Intermediate fasting, 3 day split or full body program. Focus on getting stronger. You should be able to gain back the muscle you lost whilst continuing to lose weight (recomp).
