Firstly, ignore the heart rate monitors on cardio machines, they are wildly innacurate.
Secondly, just keep at it. Your heart rate will stabilise as you get fitter.

Lower the speed of the treadmill.

Also read the sticky about diet, it will help you more than anything else to lose the weight.

Yeah ignore heart rate unless a doctor told you otherwise. Just go at a speed that you can maintain, but tires you out. Try and work up to 30 minutes.

Good luck my friend. Hard work will pay off if you stick with it! You'll have a great face once you lose the weight, girls will love it. And you're only 15. Plenty of time to lose the weight and build muscle.
