If you have never trained and do everything right from the get go, or shortly after -- you can get that within a year
as a newbie with proper diet and programming - less than 2 months. I gained about 14 pounds in 2 months starting out (as a skelly). no, my bf% was pretty unaltered

1 day on a vegan keto diet
It's pretty much unknown, a guy who does a shitton of that water bf% testing says athletes he tests every now and then seem to average about 6lbs of lean mass a year unless they've been at it forever.
A novice might do better? I used to hear you could put on like 25lbs in a year but that's probably ridiculous.

1 year, assuming you are in a surplus the entire and are perfectly disciplined. no binge drinking on the weekends. no 4th of july, memorial day, or labor date blowouts. no taking time off for the holidays. you're in the gym at least 3 times per week, getting good sleep regularly, and you're eating a rational diet for someone looking to gain muscle.
this is for people with average genetics within the first 2 years of having started lifting. after that, it's less. more like 2.5 to 7.5 lbs of muscle per year.
Without gear, 1-2 pounds a month for the average person
With gear, like 2 hours

Not possible natty. You can only gain about 7 pounds of muscle without taking steroids. This is why you should never cut too hard, you'll lose your gains and can never get them back without substance abuse.

If diet, routine, rest and all other factors that affect muscle growth are perfect you can gain .75 lbs of muscle per week(natty). Realistically between .2 and .5 a week though. So 1-2lbs of lean muscle per month.

10 weeks to gain 1 pound a week. Then 10 weeks of cutting to ensure it's 10 pounds of muscle. So 5 months.
You might be able to do it in 3 months if you train really hard and eat super clean. Like devote everyday to it kind of commitment.
