Charisma is energy, wit, and knowing what to say at the right time. Looks certainly help, but all you need to be charasmatic is engaging.

Means literally gifted with grace. Few people had it. Watch Arnold interviews or Tom Platz and compare them to other fitness personalities' interviews.
You cant really learn it, a lot is attributed to Halo-effect and your appearance, but not all of it. Its not a mathematic formula, but you autists have a hard time comprehending that. This goes for rep schemes, training programs, social hierarchies, looks. It always depends on too many factors to be predictable

Delivery, knowing your audience, body language, eye contact, being able to relate uninteresting things in an entertaining manner. I mean there's a lot to it. Being observant, reflective and analytical might help you pinpoint where to improve, but becoming more charismatic needs practice if you arent a social butterfly. A lot of practice.
