You can't quantify it like you can quantify how much you can squat. It's not like you go to a bar and do 3x5 sets of charisma.
Working on your personality is not as easy or predictable as something like lifting. Like others said you have to have confidence and a personality that generally improves the mood of people who are around you. You can't really teach these things. You have to know yourself and be comfortable and unashamed of who you are. And figure out why if you aren't and fix it. Protip, if the reason you aren't confident is something you cannot change or the opinion of someone else then you either get over it or you won't be charismatic. Not everyone will make it.

I see it generally as the ability to handle oneself and others in social environments.
Not just carry a conversation, which is great to be good at.
extremely charismatic people also have people bend a conversation around what they have to say, or even have what they say/do influence those around them without anyone actively noticing.
