I'd have to reckon it has something to do with the movement becoming more difficult at its peak while maintaining constant tension on the muscle.
For example, cable face pulls always have constant tension, but are static in their difficulty throughout the whole movement. So technically less taxing.
An OHP for example does not have constant tension as you lock out at the top of the movement, it also does not become more difficult as you move the weight upwards as gravity is constant. For this reason the band would likely recruit the muscle more and be more taxing (on the specific muscle, not the CNS).
That's of course my speculation, I don't have a degree in any relevant field.

Getting big delts is difficult. Mine respond fairly well to a lot of volume.
Usually I'll do my standard OHP and then add a good amount of accessory work after, lateral raises, facepulls, etc.
