Just bulk, you're skinnyfat. You need to gain some muscle, and once your lifts have improved to a point you're happy with, cut. 500 caloric surplus per day should do it, and enough protein.

Don't listen to the idiots in this thread telling you you have a low bodyfat percentage and that you should start by bulking. Your bf% is probably less than 28, but it's definitely more than 20, you're ten pounds below overweight according to your BMI.
It takes a lost less time to lose weight than it does to build muscle, plus you can get noob gains while losing weight if you make sure you get enough protein. So start by lifting on a cut.
