Do fuckloads of shrugs (pinch and hold for 1 sec per rep). Do medium to heavy weight for high reps on lateral and front raises. Do medium weight for high reps on the standard shoulder press, and the Arnold press. Eat good, and be born white and you will have great shoulders. Dedicate a whole day to shoulder exercise.

OHP for volume and do hand stand push ups for volume twice a week (at least 3x8)
They'll grow and you'll be stronger for it
Ofc this won't work if you press less than 90lbs for reps
100lbs+ for 8 reps is ideal

I've been getting good results by doing shoulders on both push and pull day.
Push: OHP
Pull: DB lateral raises, face pulls
2 sets to TOTAL failure.

volume is the #1 thing for making shoulders grow
What counts as volume for shoulders?

front delts: any pressing movement will hit these, with a greater angle of inclination resulting in more involvement (with vertical presses having highest)
if you train with enough volume, even just doing flat bench will give your front delts enough stimulation (and you will never see a physique held back by poor front delts)
side delts: lateral raises, do them multiple times a week, higher reps
rear delts: rows and pullups hit these, finish them off with rear delt raises or face pulls or something multiple times a week
in general the side/rear delts can handle a ton of volume and frequency, so hit them 3x a week for at least 4 sets of side/rear raises
