No, pretty much every study shows that it's highest between 20-35. Granted, I've not seen a comparison of smaller ranges within this one, but it's definitely not lower. There even is evidence that fathers under 20 have higher risk of having children with birth defects. So no, it's definitely not "more like 18".
Environmental factors obviously play a role as well. But it's the same as with the rest of your body. You can keep the top level up for longer if you take care of yourself.
