Are you a very thin midget?
Try more volume, what is your rep range like?
I do 4 sets, 10 reps, 8 reps, 6 reps, 4 reps... I add or lower weight so however many reps I'm doing is as much as I can do that many reps for.
OHP is the hardest lift to progress in. Also, if you're progressing a lot in bench but not OHP maybe you're leaning too far back or something
