if you work out a muscle (and it breaks down), but you don't eat enough or get enough protein, does it go back to it's pre workout mass or less? or more?

You are basically describing cutting. Best case, if you work out hard, you'll maintain your muscles. You'll likely lose some of it though.

another quickie if you will,
I just got to 4x12 pushups today after a month, I want to introduce pullups via negatives. I'm thinking of deloading to 4x7 and then adding in 20 negatives spaces 2 mins apart each. My idea is to reduce the rest time every workout by 15 seconds so in theory I would get to 20 negatives without rest.
What do you think?
