I had this problem just recently as well, and I found my issue was just improper form. I deloaded by 10 pounds, watched multiple videos on form and spent 30 minutes in the rack getting it down. I feel a lot more comfortable with the lift now, and I don't tire as quick. This has also lead me to checking my form on everything else.
If that doesn't help then as another anon said, lateral raises should get you some more strength towards the ohp.

I'm shit at OHP, lifting heavy above my head freaks me out and I think I'm going to die. I can bail from squats all day but dropping a bar with 3 pl8's on top of my head freaks me the fuck out.
