no, it means if you pay for 3 meals a day, you can only enter the buffet style eating area 3 times a day. its like that at SJSU. youll be fine. even if, its only the first year, and after that you're not required to live on campus, so get an apartment with some friends and live off campus without a meal plan, it's so much cheaper.
