no, you'd only be working out your grip strength that way. your stablizers do more work when there is momentum acting on the weights. you don't get that work when the weights are more or less static with respect to the ground

I dont see why not.
A lot of gyms will Tell you not to, as it creates a risk if you drop them and it's hard to control the treadmill with both hands full.
I've done treadmill farmers walks a few times, but I'm a PT, and I "know what I'm doing", so no one stops me doing stupid shit in the gym. I could go full on NYR comic retard, and people wouldn't question it.
