You should probably start by having a very slim but slightly muscular body, It would be easier for very tall guys, even if Koreans are usually shorter than Americans.
I am 7'4" so this is a piece of cake for me.

Also, work on your facial aesthetics. The prettier and more feminine your face is, the better.
I have a very feminine face too, which is why many guys mistake me for a girl.

And finally, the hairstyle, you can just copy the hairstyle of some K-Pop artists for this or some JRPG protagonists, especially the ones from Square Enix game.
Or just copy David Bowie's hairstyle

For me, it would be very easy for a lanklet to be a femboy if he tried making his face prettier.
Being Korean is also not necessary.
