Generally, you don't need as much muscle as you think you do, but you do need less fat than you think you do.
You do need some muscle, so bulk for a bit, but you'll want to get to around ~10% bf so keep that in mind. If you're already skelly then cutting might come easy to you.

Source: Was 120-125 at 5'8" with a bit of belly, kept trying to cut thinking it would get me ripped. You need to bulk first, you need muscle to get the OP image before you can cut. Not a ton of muscle, but you can't be shredded without any muscle and if you have a bit of belly at 120 it's because you don't have muscle
