if you can't do the pull-up portion of a muscle-up then work on doing pull-ups first, obviously.
you need to get to the point that you're strong enough to propel yourself over the bar. the dip portion is usually easier.

I have the pull up portion down easy. I do weighted pull ups so its really easy for me to do that part. I don't know if its because I just completed my work out but I had a hard time going beyond that.
I couldn't do a muscle up until I could do 15 pull ups.

It's just a meme its all about technique and momentum. Obviously you will need some strength but because you can't do it is not necessarily because of strength. Just do pull ups unless you want to look like someone trying to impress everyone then go ahead and douche it up.
