I am dirt poor and dirt cheap and I want to build a stronger upper body & arms but access to dumb bells and bench presses /etc gym machinery is very unlikely. (I am like a stick upper body wise and skinny fat about 30% on abs)
What are "effective/efficient" exercises that I can do that will build my upper body that don't require any money?

females can't build muscle on their upper bodies, plain and simple. If you cannot even afford a gym, then there is 0 hope of you building any sort of visible muscle.

well pushups build shoulders and triceps but not biceps. that's where the dumbbells come in.

Craigslist is goat for gym eq. Just lurk it and you can get get 2x all plates a squat rack/bench a barbell and assorted random other garbage some quitter had for less than 400.
