This changes nothing. Use acetone and a plastic brush, then apply a light coat of mineral oil as the instructions for care recommends. And by light coat, I mean wipe some on with a cloth, then wipe it off until it appears clean. There will still be a thin coat on there.

Go get your hands on some 16M Hydrochloric Acid and Iron Nitrate. It'll cost you less than $10. Mix the two in a 2:1 ratio with Hudrochloric Acid:Iron Nitrate. Then take a cloth and soak it in the mixture and then just drape it on the bar. It should all come off the in 10 minutes with a little scrubbing. Or you could just drench the entirety of the bar. Up to you.

You will not remove this, because it's oxidation of the surface layer of the "bare steel".

It's normal for it to become discolored from sweat and oils deposited by your hands.

You will not be able to remove it short of grinding actual material off the steel.

I suggest cleaning and oiling your bar after every workout if it bothers you this much.
