If my goal is strength and i have 17% body fat, as a begginer, should i start bulking? Or should i just work out? Been lifting for 6 months.

If your only goal is strength, then you have no reason to ever cut unless your BF % is high enough to interfere with your lifts

as a strength lifter you shouldnt be worried about body fat, so i would say bulk but do not go wild.
the idea should be to keep your body fat under like 20-25%, but once you reach that point it is time to cut
so maybe bulk until next summer or something, but try not to gain fat too fast
