Low bodyfat certainly helps. And having bigger muscles pushes the vein outward too. But a lot of it is genetic. I knew a guy in school who had fucking massive bicep veins, moreso than OPs pic, despite being skinny and never having lifted.

It took me 3 years of lifting and cutting to get a decent bicep vein.
