It's a commonly touted bit of advice for the lockout on the OHP.
It supposedly forces to rotate upwards at the end of the movement which creates space for the humerus to get through without impingement.
The thing is it's taught as a cue that you shrug AFTER the rest of the movement which doesn't make much sense. If the shrug is designed to stop impingement but is performed at the end of the movement, it hasn't stopped anything from happening.
For it to be effective you'd have to shrug before the top of the movement.
It has never made sense to me. I simply lock out to the fullest extent and be done with it. The shoulders do raise up at the top, I do not keep the scapula retracted, but I don't particularly emphasise a shrug at the end of the movement and feel no need to.
