3 sets is a meme. You need to look at total weekly volume and intensity. Search on YouTube Juggernaut training chest volume for a video for chest. They have one for back too, I'm waiting on the one for legs and I'll make my own Frankenstein routine.
3 sets ~10 reps is mostly to warm up the body and learn proper technique.
How you set up programs after that depends on your goals. There are different optimals for powerlifting and bodybuilding.
