Also, again like others have said, you might just need to wait. I figured out that I could grow a proper beard when I was 19 and I did just that, but it grew in painfully slowly, took like 8 weeks before it looked like a 'real beard' at least in my eyes. A few years later and I just went clean shaven again for the first time on Saturday, less than a week later it has pretty much grown back already. A good friend of mine however had a full beard at 16, there was no way I could have done that. It comes at different times for different people.
