Hes a duder who streams wow (and maybe other vidjas?) but also does IRL gym streams sometimes, and does physique competitions. He claims to be natty, is his body reasonable achievable natty, assuming he has insane dedication? If not, why not?

Two questions:
How long has he been lifting for?
What did he look like when he started lifting?
If the first answer is 2-3 years or more, or if his starting point was very lean (skinny), then yes it was probably built naturally.
If he started skinny fat or fatfat, and hasn't been lifting for ~3 years, then no he probably isn't natty. He isn't huge, but it takes time as natural to build muscles like that and have a relatively low bodyfat percentage
