I'm thinking of maintenance, not cutting. On begginer stage you gain some degree of recomp by staing on your TDEE and keeping macros in good proportions.

Pretty much. You can increase if you think you can handle it and ofc decrease if you really must but the point is to keep it at least level and I find I'm usually unable to increase by any significant amount.
