It works for every experience level, however as you get more advanced switching exercises has to be done more often. As a novice/early intermediate you could stick with the same thing for 3 weeks, but an advance lifter would have to switch every week.

There are several forms of periodization and they all work (some more than others). Don't be retarded.
Weghtlifting is extremely technique heavy and requires a lot of neural adaptation to be good at the movements. Doing the same movements over and over will ingrain that pattern and keep you efficient at those movements.

Good thing with Westside is that it is not THAT specific if you think about it. That's why I think, in "off season" (if you compete in PL) it's the best thing you can do to raise work capacity, hypertrophy etc.. Then in-season switch to something that's actually specific like Sheiko.
