After, doing it before will tire you out a bit and can affect your lifts. Getting tired is the point of cardio, so lifting first might slow you down but it's not actually bad in any way.

Off days is most preferable.
Second most preferable is 6 hours after your main workout.
Third most preferable is in the morning 6 hours before your workout.
Fourth most preferable is after your workout.

I run at almost sprint speed for 3 minutes before workout. It's not enough to count as cardio but enough to warm you up. Would recommend.
