I was reading this article

and I was surprised at how effective dips and weighted dips seem to be for ALL of the chest.
I mean, yeah, they're supposed to be good for the lower chest, but according to this they're even better than bench for the upper chest.
Is this right or is it just a ball of nonsense?

From my experience any form of chest fly is great for pecs. Cables are probably best because you have good resistance across all ROM. DB are good too. Don't diss the pec deck, it's still better than bench

Flat BB bench, flat DB bench, unilateral DB bench, floor press, weighted pushups are good enough.
