It's not loose skin, it's just genetic. I have the same thing and so does my dad. It's like your abdomen is split in two. No matter how hard I cut, no matter how good my upper abs get, no matter how much vascularity I have, that shit is always there.

Loose skin has only one solution....surgery. once you grow and stretch skin to cover the fat its there permanently. Speak from experience. That's why I'm so hard on my kids to never get fat. Sure you can change... but you can never go back completely.
