No such thing as outer or inner chest, it's the same muscle fibers. You can not isolate a part of the fibers.
Upper and lower separation does exist though (but still technically the same muscle)

that's what I meant I think. The top of my chest, around where my chest meets my shoulders and along my collarbone looks fine, but the lower half needs a lot of improvement
Aside from squatting every here and there would it be alright to do legs only once a week or so and just focus on my upper body?
Also, when I bench, I have a pretty wide grip. Would a more narrow grip make me work on my lower part of my chest? Or is there a different thing I should do all together?

Literally look up any bicep and triceps exercises and do 3 exercises of 4x12. Even if you're doing powerlifting for your other muscles do this.
Best bicep exercises:
Cable curls
Seated dumbbell curls
Reverse grip barbell curls
Hammer curls
Best tricep exercises:
Dips
Pull down rope
Kickbacks
Workout your biceps and triceps twice a week each and expect to feel that "cumming" feeling Arnold talks about.
