It's bullshit.

Neuromuscular adaptation is the primary driver of strength anyway. There are two major components, and they tend to be nervous control, and muscular cross-section. Generally, a bigger muscle is a stronger muscle (gets more complex with fibre types, and lines of pull, but for the most part bigger CS = stronger). A lot of noob gains is just the nervous system adapting to the demand, priming the motor recruitment patterns, increasing the rapidity of motor-unit firing rates, ensuring that maximum numbers of motor units are recruited.

The part about 'reflexes' is fucking bullshit too. Nervous recruitment sees better levels with heavier weights and greater intensity. The only thing ballistic type exercises like this does is put extra demand on things like connective tissues. Not nerves. Complex patterns of exercise are more demanding on coordination and control patterns, so while you learn kips, it might take you a bit longer. but it's not 'nerve training'.
