I have it on my forearms and upper arms. it sucks, sometimes the bumps like get infected or something and turn into little pimples that I have to pop. My arm hair makes it less noticeable but its the most noticeable in the sun, i hate it ;_;

It started to fade on me as I got older (26) now. Getting fit, moisturising (i use Shea butter) and getting sun on your skin also helps. My mother had it but after getting pregnant it disappeared.

Cerave salicylic acid cream. It comes in a light blue tub versus the dark blue. Also lots of physical exfoliation like a coffee, Italy towel, or sugar scrub. Just don't use physical exfoliation on your face as a general rule.
