Sprinters are a thing in cycling, they train for explosive power (the best peak at like 2500W+).
The guy in OPs pic is a track sprinter, there is more strength than endurance involved in that discipline, a race is 250-1000m.
Road sprinters have much smaller legs and train more for endurance, they gotta be able to lay down a decent sprint after 200km of racing.
I'm pretty sure that german cyclist with the monster legs back squats 260kg or something
