The point is that overly relying on said bounce isn't optimal compared to simply having better technique, and increases your risk of injury. If you're injury-resistant you can probably get away with it for a long time, but it's a crutch technique-wise. One should aim for a decent that's fast enough for the stretch reflex and not one single bit faster.
