Definitely a lot of fat. The glutes are positioned a bit higher, raising the butt. Developed glutes and low fat = bubble butt. She doesn't have it.

not him but yes, fat tends to droop while muscle will be tight, and the "cleft" (i guess) between the butt and the thigh will be more defined on a fit butt
