how the FUCK do i strengthen my rotator cuff? i tried doing rotator cuff exercises a few times a week for a month or so and didn't see any progress, so i tried doing them everyday and still didn't see any progress
i just want to be able to do lateral raises, man
hell i can't even do chin ups without some popping

I can do lateral raises if I focus of pulling my shoulders back but I find it impossible to do pullups without having my shoulders go pop pop pop
Will only doing standing dumbbell external rotations 12x3 3 times a week fix the problem or do I need to do more targeted exercises?

I have a winged scapula but it doesn't hurt and I don't have restricted movement. But it's annoying and i can feel it everytime i sit on a chair

Scapular winging and bad posture can lead to shoulder poping. If your shoulder pop, you should stop lifting heavy weights and work on shoulder stability. the more it pops, the more it will keep poping in the future.
Good posture (during movements and trought the day) and proper shoulder stability exercises are hard to describe over the internet, even in videos. If you got that far into injury, chances are that you will keep doing th same mistakes unless a pro point them out and help you. You should consult a physio or a kinesiologist. One that work with athletes.
I ggogles some exercises for you but some of them are eighter too advanced or not enough. Some might not aply or even be harmfull so I won't link to anything.
It's also important to work on proprioception and mobility (carefully).
I'm a physio and had a rotator cuf injury myself after a snowmobile accident. My most important advice her is to actually go see a Physio (and not a doctor, those are clueless regarding msk injury).
In the meantime, stop lifting any weights above your shoulder, don't make it worst...
